ARTURO NOBLEGAS VISITS THE URDANETA DISTRICT JAIL LAST NOV 24, 2006 TO CHECK ON ALL PENDING CASES AND TO FAST TRACK IT AS HAS BEEN A POINTED OUR BY THE INTEGRATED BAR OF THE PHILIPPINES TO BE ONE OF THE CAUSES OF CONGESTION IN PHILIPPINE JAILS.
